FAA's New Initiative to Streamline Space Launch and Reentry Licensing

The Federal Aviation Administration (FAA) is taking significant steps to meet the growing demand for commercial space transportation. With the industry experiencing a surge in operations, the FAA intends to form a new aerospace rulemaking committee called SpARC. This committee will look for ways to streamline the review and approval process for launch and reentry licenses while maintaining public safety standards. SpARC will gather input from industry stakeholders and experts to enhance the Part 450 launch and reentry licensing requirements. These improvements will address a variety of issues, including the issuance of new licenses, the renewal or modification of existing licenses, and payload reviews.

The FAA seeks to reduce the regulatory burden on commercial space transportation applicants and licensees while allowing for faster and more efficient safety determinations. The establishment of SpARC is expected to improve Part 450's ability to meet its objectives, ultimately benefiting the industry as a whole. As part of its ongoing efforts, the FAA is also communicating with the industry via the Commercial Space Transportation Advisory Committee, which will discuss Part 450 at its April meeting.

To support the growing number of license applications, the FAA has increased its staff and is providing comprehensive guidance via a variety of channels, including pre-application consultations, advisory circulars, and virtual tutorials. In addition, an electronic application portal is being developed to speed up the submission process and improve issue resolution. With a record 124 FAA-licensed commercial space operations in 2023 and projections of continued growth, these initiatives are critical for managing the industry's rapid expansion while also ensuring the safety and efficiency of space transportation.
