The DoD 2024 Regional Sustainment Framework

The 2024 Regional Sustainment Framework (RSF) is a strategic initiative by the Department of Defense (DoD) to optimize Maintenance, Repair, and Overhaul (MRO) capabilities and maintain the Joint Force's readiness in challenged logistics settings. This approach is motivated by the desire to build a globally integrated and resilient military ecosystem through coordinated regional sustainment tactics. These tactics capitalize on the assets of friends, partners, and the Defense Industrial Base to ensure materiel readiness even under difficult logistical situations.

At its core, the RSF seeks to revolutionize traditional MRO processes by creating a network of internationally distributed capabilities that provide maintenance and repair services closer to the point of need. This move is critical because old procedures, which frequently involve sending assets to the continental United States for substantial repairs, are no longer feasible in fast-paced, competitive contexts. By combining MRO resources from partner nations and industrial partners, the RSF promotes a successful regional strategy that supports both US and allied troops during times of rivalry and conflict.

The RSF's key goals are to succeed in disputed logistics environments, improve military readiness, and promote regional cooperation. To achieve these objectives, the Department of Defense intends to optimize weapon system support tactics in order to create a distributed MRO ecosystem capable of meeting peacetime requirements but also surging during crises. This entails assessing and increasing MRO partnerships with friends and partners in a variety of operational domains, including sea, air, land, space, and cyberspace.

The RSF's other main goal is to improve military readiness. The Department of Defense will work with friends and partners to better understand their national defense and security priorities, and then incorporate these viewpoints into regionally targeted sustainment programs. This coordinated approach will improve the Joint and allied forces' capacity to quickly re-establish readiness, respond to persistent threats, and deter regional aggression.

Strengthening regional partnerships is also critical. The Department of Defense intends to create a collaborative and robust co-sustainment ecosystem by adopting initiatives that encourage regional MRO collaboration. This will entail using regional allies and partners who have created industrial skills to improve sustainability operations. The DoD thinks that by cultivating these collaborative connections, it will be able to extend repair network capacity across several warfighting domains.

The RSF highlights the need for strategic partnership alignment and industrial base convergence. It aims to prioritize MRO efforts according to strategic priority, operational requirements, and emerging threats. Collaboration with friends and partners will be critical for leveraging strengths, capitalizing on mutually advantageous opportunities, and promoting a cohesive approach to regional co-sustainability projects. Furthermore, the framework promotes collaboration with the global defense sector to better align commercial capabilities with DoD sustainment requirements. This will need encouraging industry investment through consistent demand signals, supportive policies, and contractual incentives.

Overall, the RSF demonstrates the United States' resolve to adapt and evolve in the face of global challenges, bringing the DoD and its allies and partners closer to a more robust and effective military posture. The RSF's goal in incorporating regional relationships and capabilities into sustainment strategies is to decrease operational risk, improve readiness, and boost capabilities for the US Joint Force and its allies. This integrated strategy assures that the RSF is still viable, propelling MRO capabilities forward and enabling an adaptive network to tackle real-time emergent difficulties. As a result, the RSF fosters a defense environment in which US and allied troops may grow, develop, and contribute to global security more easily and effectively.
